Performs specialized technical work involving the use of public ownership records and digital editing of
parcel maps used in maintaining the county’s Land Records program, and Geographic Information
System. The primary focus of this position is to provide responsible administrative work involving the use of
public ownership records to produce, update and maintain our county's Land Records.

​Duties & Responsibilities

Key tasks include researching, interpreting and analyzing various legal documents such as
deeds, surveys, civil actions, and special proceedings to update ownership information in the
tax office data system. -
Utilizing computerized data entry equipment, and custom programs to manage and update
land records. -
Provide essential assistance to the public, industry professionals, other county departments
and agencies, and tax office staff by offering support in areas such as real estate, property
location, tax programs and mapping. -
Assisting and collaboration with property owners or industry professionals is also a
component of this role, involving research into deeds, wills, survey maps, and other records to
verify or clarify information as needed. -
Complete Bond Justifications, Deed Certifications, responsible for collecting data and
completing reports required by the NCDOR and other organizations. -
Assists property owners and/or their legal representatives concerning tax
exemption/exclusion/deferment programs; explaining the programs including the positive
aspects, potential liability, billings, and statutory requirements. -
Process applications, collection of data, researching, verifying and analyzing crop progress &
condition reports along with other documents to determine parcel eligibility for property tax
exemption/exclusion/deferment programs. -
Appraises and applies tax exemption/exclusion/deferment value in compliance with the
adopted schedule of values. -
Performs field review visits of parcels to determine compliance and eligibility for programs.

Determines loss of eligibility, calculates taxes due, and notifies landowners.

Conducts required annual compliance audits of parcels receiving tax
exemption/exclusion/deferment.
The secondary focus of this position is to provide responsible administrative work to produce, update
and maintain the Geographic Information System (GIS) for the County. -
Performs editing in GIS by coding information, labeling maps, computing acreage, zones, and
boundary parcels. -
Utilizes computerized data entry equipment and various mapping, indexing, and custom
designed programs to enter, update, store and/or retrieve information to create and maintain
land maps and records. -
Update and maintain cadastral geodatabase by completing all land splits, subdivisions and
property adjustments within the county. -
Assign and maintain parcel identification numbers, right-of-way and acreage information used
for assessing land value. -
Resolves incongruities between the cadastral map, CAMA system and land records.

Verifies parcel boundary and title for tax collection and foreclosure proceedings.

Assist and answer questions from the public regarding property lines, acreage and deed
information. -
Producing maps for the public as needed.

Creates and updates GIS feature classes for government services as needed.

Serve as a Plat Review Officer.

Assist with other duties as needed or assigned.

Qualifications
-
Minimum Requirements
High School Diploma or GED and moderate experience in real estate, banking or paralegal
research, data research analysis and entry with some experience in clerical procedures or an
equivalent combination of education and experience.
Ability to operate a computer.
Ability to drive a vehicle.
Ability to maintain effective working relationships with taxpayers and co-workers.
Ability to work outside in an uncontrolled environment.
Preferred Experience
Knowledge of current laws, methods and procedures as outlined in the Machinery Act of
North Carolina.
Five years’ experience working in county government or a combination of a related education
back ground and experience.
Special Requirements
Completion of the Introduction to Land Records course.
Completion of the Present-Use Value course.
Completion of the Plat Review Officer Workshop.
Possession of or ability to obtain from the NC Department of Revenue the County Real
Property Appraiser 1 Certification within two years of employment.
Possession of or ability to obtain from the NC Property Mappers Association the Mapper
Certification within three years of employment.
