Permit Specialist (Part Time)

Position Objectives

 

Performs specialized administrative and technical work in support of the building permit process and building inspections function for the County.

 

The employee provides information to developers, contractors and homeowners regarding the building permit process, receives building permit applications, initiates and coordinates the review and approval process for permits, tracks construction projects and applications, calculates and accepts applicable fees associated with permitting, assigns permit numbers, issues approved permits and certificates of occupancy, and schedules inspections. 

 

Work also includes greeting the public, explaining processes and requirements, establishing electronic and hard copy records, scanning and filing documents, processing invoices and other administrative duties.

Duties & Responsibilities

​

  • Answers questions and provides information on inspections and permitting process requirements

  • Answers telephone and greets visitors. 

  • Provides assistance to the public for obtaining electrical, mechanical, plumbing, building and fire prevention permits;

  • Accepts permits and reviews applications and plans for completeness; forwards documents needing further review to appropriate staff. 

  • Schedules building inspections and re-inspections for the next day as requested; coordinates inspection times and changes; tracks and assigns reviews. 

  • Issues building permits and Certificates of Occupancy upon approval

  • Calculates and collects applicable fees for residential and commercial permit applications; provides receipts and compiles transaction reports; prepares daily bank deposit

  • Establishes and maintains project files and records of permits issued; pulls and retrieves filed materials as needed. 

  • Performs a variety of administrative support for the department 

  • Performs related duties as assigned.

Minimum Requirements

Knowledge, Skills and Abilities 

  • Considerable knowledge of the building permitting process and requirements for various kinds of construction. 

  • Considerable knowledge of modern office practices and procedures including office automation equipment and software for database management, word processing and spreadsheets. 

  • Working knowledge of building codes and related land use ordinances applicable to residential and commercial construction. 

  • Ability to create and maintain accurate detailed records and files and to gather and compile data from a variety of sources to produce required and requested reports. 

  • Ability to plan and organize administrative support activities and tasks. 

  • Ability to establish and maintain effective working relationships with supervisors, department staff, builders, developers and the general public. 

 

Physical Requirements 

  • Must be able to physically perform the basic life operational support functions of stooping, kneeling, crouching, reaching, pushing, pulling, lifting, talking, hearing, and repetitive motions. 

  • Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. 

  • Must possess the visual acuity to compile and compute data and statistics, perform basic accounting tasks, operate a computer, perform visual inspections, proofread materials and do extensive reading. 

 

Desirable Training and Experience

Graduation from high school and considerable experience in administrative support work OR an equivalent combination of education and experience. 

Notary certification OR willingness to acquire through department training.

Level I Building Inspections desirable.
