Position Objectives

 

Performs responsible paraprofessional accounting tasks in the County Finance Department. 

 

An employee in this class applies established accounting principles, administrative procedures and basic fund accounting to the review and processing of a variety of fiscal tasks which includes accounts receivables, accounts payables, payroll tasks, accounting and other financial document production and general customer service. Work is characterized by use of automated accounting ledgers, registers, statements, vouchers, and other fiscal documents. Work includes significant data entry, reconciling accounts or cash, processing accounts receivables, processing accounts payable, and compiling a variety of reports.  Work requires office technology skills, accuracy, ability to meet deadlines, judgment and initiative in the performance of duties. Work is performed under regular supervision and is evaluated by the Finance Director through conferences, accuracy and completeness of records and reports, and by independent audit of financial records. Employees with this job title have had at least two years of experience in an accounting or fiscal office environment.

Duties & Responsibilities

​​

  • Prepares various accounting, financial, or fiscal statements, reports, or other supporting documents.

  • Processes accounts receivables; verifies each department’s deposit to the remittance and cash report submitted; receipts cash and checks from a variety of County departments and funds received through mail; creates deposits and enters into database; enters occupancy tax, bank checks and transfers and other receipts; balances multiple accounts and spreadsheets.

  • Processes, reconciles and remits payments on accounts payable invoices; verifies availability of funds; verifies accuracy and authorization of invoices; verifies proper accounting codes; computes taxes on invoices to purchase orders; prints checks; files documents; balances funds; problem-solves invoice inconsistencies. 

  • Keys and post entries and keeps files on department credit card transactions; reviews purchase requisitions and approves for purchase order processing; performs bank reconciliation.

  • Reviews and approves data to generate 1099’s; oversees W-2 forms and IRS compliance for contractor payments.

  • Gather police reports, pictures and estimates of damage for property damage and accident claim processing.

  • Enters information received from the Human Resources Department into the payroll database; verifies entries and runs reports; prints various payroll reports; audits departments for payroll and accounts payable payments.

  • Maintains copies of invoices and proof of payment; updates vendor records; mails checks.

Minimum Requirements

​

  • Working knowledge of paraprofessional accounting principles, practices and procedures.

  • Working knowledge of laws, rules, regulations, policies and practices to follow in accounts payable and accounts receivable processing.

  • Knowledge of the use of office technology and ability to learn specialized financial system packages.

  • Knowledge of the County’s purchasing policies and procedures.

  • Skill in internal and external customer service excellence and collaborative conflict resolution.

  • Skill in accurate data entry.

  • Ability to understand and apply policies to the maintenance of a variety of financial records and reports.

  • Ability to use a calculator and a computer for the maintenance of accounting and other fiscal records.

  • Ability to organize work for efficient processing, set and follow effective work priorities and meet established deadlines.

  • Ability to make arithmetic computations accurately.

  • Ability to communicate effectively in oral and written forms.

Desirable Training and Experience

Graduation from a community college with a degree in accounting and two years experience in an accounting or fiscal office environment; or an equivalent combination of education and experience.
