Position Objectives
This job description outlines a role that focuses on procurement and contracting for a County, with responsibility for organizing and executing purchasing functions related to services, materials, supplies, and equipment. The employee in this position is tasked with coordinating and performing various duties within the procurement process, including preparing bids, requests for proposals, and assisting with specifications. Other key responsibilities include reviewing and approving purchase orders, maintaining records, managing surplus property auctions, and overseeing fixed asset inventory.
The employee must ensure compliance with North Carolina General Statutes, State regulations for local government purchasing, and County policies and procedures. The position is supervised by the Finance Director, and performance is evaluated through feedback from departments, reports, and the overall success of the procurement program.
Duties & Responsibilities

ï‚· Plans, evaluates, and recommends systems and procedures for procurement, contracting, and
purchasing; confers with department heads, local and state government officials, and McDowell
County employees.
ï‚· Advises department heads, supervisors, and employees on the best methods to make purchases
or obtain services according to NC General Statutes and County purchasing policies and
procedures.
ï‚· Receives, reviews, and processes purchase orders.
ï‚· Reviews contracts, as needed, to ensure adherence to purchasing and contracting agreements.
ï‚· Assists with pre-bid conferences, site visits, product demonstrations, and formal bid openings.
ï‚· Attends County Board of Commissioners meetings, as requested, to provide information
concerning purchasing and contracting.
ï‚· Recommends bid awards for purchase and prepares bid specifications for procurement;
coordinates with Finance Department to ensure availability of funds and spending authority.
ï‚· Administers purchasing card program for the County.
ï‚· Handles bulk purchases and services such as fuel, vehicles, vending, etc.
ï‚· Administers fuel program for the County.
ï‚· Maintains the fixed asset inventory control system, including year-end reconciliation and
disposition of surplus.
ï‚· Prepares, records, and reports as requested and required.
ï‚· Handles general liability and property insurance for the County.

Desirable Training and Experience
Bachelor degree in business administration or related field and two to four years of experience and/or
training; or equivalent combination of education and experience. Knowledge of purchasing techniques,
costs and controls, all federal and state regulations regarding purchasing, and public agency bidding and
purchasing requirements required by the State of North Carolina and the Federal Government.
Certificates, Licenses, or Registrations:
Must have a valid Drivers license.
Computer Skills:
To perform this job successfully, an individual must be proficient in MS Outlook, Excel, Word, and
Purchase Order Software.
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to
successfully perform the essential functions of this job.
While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend,
reach, use hands to finger, handle, or feel, and sit for extended periods of time. Specific vision abilities
required by this job include close vision related to computer work. Occasionally required to lift and
carry up to 25 pounds. Required to speak clearly and hear well when communicating over the telephone
and in person. Occasionally required to work long hours as emergency conditions dictate. Occasionally
exposed to limited hazardous conditions when conducting physical inventory in a warehouse.
Work Environment:
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this job. Work is generally performed in an
indoor office environment. The noise level in the work environment is quiet to moderate.
